France's official guide 'Tous responsables' and the environment ministry's kit page tell households to prepare a kit for the first 72 hours of a crisis. The advice dates from at least August 2024, and a prefecture message in October 2026 repeated it.

When a crisis strikes, the first 72 hours are often the hardest. By preparing in advance, you allow emergency services to concentrate on the people in greatest difficulty.
