Read thisWe read the catalogue on a city emergency bureau's site. The ministry's site hosts the parent document, which names it as an annex. It is guidance for households, not a legal requirement.
China's national disaster commission publishes a guidance catalogue of household emergency supplies, with three days of drinking water and ready-to-eat food per person. It was issued in September 2024 and builds on a 2020 suggested list. State media repeated the three-day figure in May 2026.
“保障每人 3 天基本饮水需求,至少 3 升/人,用于满足避险期间生存需求 [...] 保障每人 3 天基本食物需求”
Cover each person's basic drinking needs for 3 days, at least 3 litres per person, to meet survival needs while taking refuge [...] Cover each person's basic food needs for 3 days
